Unisys Solutions Bring Key Benefits for Isle of Man Government

Virtualised, real- time infrastructure supports economic growth with cost and time following

London, England,   11th February, 2008 –  The Isle of Man is enjoying enhanced business competitiveness and greater efficiencies in its government IT operations following an overhaul of the administration’s IT network by Unisys, the worldwide technology services and solutions company. Server consolidation and virtualisation technology have been implemented to help the Government combat growing ‘server sprawl’ and achieve greater operational efficiencies as it continues to provide top-class on-line services to the island’s businesses and residents.

The move by the Isle of Man follows the Island’s adoption of a new e-government strategy, allowing web-based communication between the Government and the Island’s 80,000 citizens and substantial business community.   Although it enhances the delivery of e-Government services significantly, the programme brought with it an exponential increase in IT infrastructure. This led the Government to engage with Unisys to re-evaluate its use of technology.

The Unisys solution for the Isle of Man includes new virtualised architecture, based on planning, design and implementation consulting services to establish a dual data centre environment.  The infrastructure includes four Unisys ES7000/one enterprise servers and EMC storage solutions.  The new software allows enhanced efficiency, resilience, disaster recovery and scalability for the Government’s future needs, delivered within a virtualised, real-time frame-work.  Through its solutions, Unisys is helping the Government to improve operating efficiencies whilst enhancing security and deliverability.

Brian Osborn, Production Services Manager for Isle of Man Government, commented, “For the Isle of Man, the delivery of optimal services and support to our businesses, residents and visitors is vital. We are a major centre for international business investment, and our reputation as a world-class financial services hub is well deserved.

“We aim to support both our industry and our residents in as efficient and dependable way as possible.   When we adopted an e-Government programme to allow access to and delivery of Government services we realised that the software investment would be substantial. However, as new technologies developed, we also became aware that the delivery of our programme could be streamlined, whilst enhancing the quality and breadth of service. We were adding about one server a week – an unsustainable situation which we needed to remedy. As a result, we looked for a partner who could help us simplify our IT environment, maximise our resources and provide consistency across our operations.”

“The solutions and support we’ve received from Unisys have given us an excellent basis to go on providing this support, and the savings we’re witnessing, in both time and financial terms, are excellent.   The use of virtualised technologies has allowed us to review and reduce our software volume and the subsequent maintenance and renewal costs”, he added.

Phil Johnson, Account Manager, Unisys, commented, “We surveyed the Isle of Man Government’s IT environment and identified their existing capabilities before we did anything.   Our on-site team then undertook a programme of centralisation and consolidation, using virtualisation technology. We worked with the Government to plan, design and implement a twin-data centre environment, which would provide a resilient solution.

“The Government now has consolidated servers and storage, using an EMC storage area network (SAN) split between its two facilities.   The architecture we have installed maximises Microsoft technologies for HA Clustering, Sql consolidation, virtualisation and Exchange. The new environment also supports service oriented architecture (SOA) and incorporates ITIL service delivery standards.  The Government can test the effectiveness of its data backup and restore procedures, reducing the risk of problems interrupting their service deliver to business and residents.”

Brian Osbourne at the Isle of Man Government concluded, “The implementation of e-Government is a critical programme for the Isle of Man Government as we strive to increase and improve the scope of our services to residents and businesses.   Unisys has delivered invaluable results for us, through their excellent technical knowledge of which solutions would prove optimal for our needs.  Through working with Unisys we have avoided making a quantum change in our IT deployment - which is always a high risk option. Rather, virtualising has allowed us to upgrade on a continuous basis and reduce server sprawl. Applications can be added without increasing IT resources and the real time infrastructure has cut server and data centre downtime.  We are very much looking forward to working with Unisys in the future and to enjoying the benefits of the solutions they have implemented for us.”
